Kentucky Science & Technology Corporation (KSTC) (, a Lexington-based independent and innovative non-profit and leader in developing and managing creative initiatives in education, entrepreneurship, R & D capacity, and economic competitiveness, seeks a full-time Program Administrator for the Kentucky Experimental Program to Stimulate Competitive Research (KY EPSCoR) 

KY EPSCoR Mission: To enhance the research and innovation capacity of the Kentucky’s higher education institutions by coordinating and funding strategic investments in human capital and physical infrastructures necessary for Kentucky to excel in federal R&D funding competitiveness by building research infrastructure and enhancing the research competitiveness of Kentucky’s academic institutions.

Position Description: 

The Program Administrator works with the Kentucky Statewide EPSCoR Committee and its Chair and to execute programmatic activities and policies of KY EPSCoR and KSTC. Primary responsibilities include: 

  • Assist in managing EPSCoR State Match Program and award process for other infrastructure programs, including RFP development, proposal review, program reporting/accountability and award/payment process for grants. 
  • Organize biennial statewide conference for 150 - 200 participants. 
  • Develop and distribute promotional materials such as brochures and flyers to communicate KY EPSCoR impacts. 
  • Create and manage social media: Facebook, Twitter, website interface, etc. 
  • Develop and issue documents such as institutional MOU's, award solicitations, proposal support letters, etc. 
  • Develop and maintain tracking system to assess impact of KY EPSCoR Program activities, including KERS database and data entry of awards/reports 
  • Collaborate with National EPSCoR Coalition and EPSCoR Foundation. 
  • Organize and assist in leading annual visits to Congressional offices by KY EPSCoR delegation. 
  • As time and interest allows, work with other related and relevant programs at KSTC 
  • Provide leadership in the development and advancement of competitive R&D and innovation-driven economic development in Kentucky 

Required Skills & Experience 

  • 5+ years related experience 
  • Strong analytical skills and attention to detail 
  • Excellent written and verbal English communication skills 
  • Well organized, with ability to work with multiple, external academic and governmental institutions 
  • Experience with website content management a plus 
  • Strong MS Office skills including query writing in Access and Pivot Tables in Excel 
  • Able to work with limited supervision; strong interpersonal and leadership capabilities 
  • Bachelor’s degree required, advanced degree preferred in science or other appropriate related field
